ACTIVITIES OF DISTRICT INDUSTRIES CENTRE
PROCEDURE FOR STARTING SMALL SCALE INDUSTRIES
1. For starting a Small Scale Industry (Other than Chemical, Chemical based industries and highly polluting industries), entrepreneurs have to first apply to the Directorate of Industries, Branch office at Karaikal, Sub-Offices at Mahe and Yanam, depending on the location of the unit for Provisional SSI Registration, in the form prescribed by the Development Commissioner (SSI), New Delhi. In case of Chemical and Chemical based industries, entrepreneurs have to first get clearance from the Committee for Chemical Industries through the Directorate of industries and then approach for provisional SSI registration after its clearance.
2. All the entrepreneurs irrespective of their size of investment, may approach the "Single Window Committee" (Functioning in the District Industries Centre) for getting the said clearances expeditiously.
3. The Municipalities/Commune Panchayats
will obtain the following clearances depending upon the nature of the
manufacturing activities:-
(a) NOC on pollution angle from the Department
of Science, Technology and Environment(Second working day of every month is
earmarked for environmental clearances meeting).
(b) Approval of Factory Building and Machinery
lay out from the Inspectorate of Factories.
(c) Site clearance from Town and Country
Planning Department.
(d) Permission for land use conversion and ground water clearance from Agricultural Department.
(e) Power feasibility Certificate from Electricity Department.
(f) Building Plan approval from Pondicherry Planning Authority.
(g) Clearance from Health Department.
(h) Clearance from Fire service Department.
(i) Clearance from Revenue Department.
(j) Licence from Food and Drugs Administration.
(k) Licence from Civil Supplies Department.
4. In order to help the entrepreneurs to get the above clearances, procedures are being simplifies. Single Window Committee,under the Chairmanship of the Secretary to Government (Industries) is being given a new vigour with meaningful "Single Point Deliberation" with the concerned decision making departments/ authorities right in the presence of the promoters of the industries. High degree of earnestness and transparency is being instilled into the process. First working day of every month has been earmarked for this meeting.
5. After installing machinery, entrepreneurs have to get licences from the concerned Municipality/Commune Panchayat. Licence from Inspectorate of Factories and consent orders from the Department of Environment for operation of the unit.
6. After commencement of regular production, the entrepreneurs have to 2apply for Permanent SSI Registration to the Directorate of Industries.
PROCEDURE FOR STARTING LARGE/MEDIUM SCALE INDUSTRIES
1. For starting Large/Medium Scale Industries, the entrepreneurs have to first apply/ file for Industrial Licence/ Industrial Entrepreneurs Memorandum with the Secretariat for Industrial Approvals in the Ministry of Industry, Government of India, New Delhi. After obtaining the Industrial Licence/ IEM acknowledgement from Government of India, entrepreneurs have to apply to the Directorate of Industries for Provisional No Objection Certificate for setting up of their unit.
2. After commencement of regular production, the entrepreneurs have to approach the Directorate of Industries for getting commencement of Production Certificate for availing Sales Tax exemption and other concessions.

ACTIVITIES OF INDUSTRIES DEPARTMENT IN MAHE REGION
Mahe region a part of union territory of Pondicherry is a small pocket covering an area of 9.59 Kms with a population of 33,444, in between Cannanore and Kozhikode District of kerala State. West of Mahe lies Arabian Sea and the North the river Moolakadavu. The river Mahe flows towards the west divides the area into two parts. Besides Mahe town there are three villages in the settlement.
In Mahe there is one large scale industry viz M/s. Cannanore Spinning and weaving Mill engaged in the Manufacture of Cotton Yarn. There are 30,240 spindle in the unit giving employment of 712 persons.
At present there are 100 registered small scale industries functioning in Mahe region giving employment to 600 persons. These units are engaged in the Manufacture of wooden furniture bakery products, aerated water, Maida, Rava, Atta, Gingely Oil, Coconut Oil, Mosaic tiles, Ready made garments, Fibre glass products, steel furnisture, Paper Cone, blister packing Machine, Voltage stabilizer, Textile Mill spare parts made out of Aluminium etc.
following incentives and assistance are offered by Pondicherry Administration to set up industries at Mahe.
1. Collection of CST and local sales tax are exempted for finished products for a period of ten years from the date of starting production for all the industries.
2. Small Scale industries are exempted from payment of earnest money deposit and security deposit to participate in Government Departments of the Union Territory of Pondicherry.
3. 15% Price preference is allowed for supply of finished products manufactured by small scale industries to Government Departments of the Union Territory of Pondicherry.
4. Pondicherry Government has exempted stamp duty for mortgage deed executed by industries availing PIPDIC loan.
5. Income tax holiday for five years for the new industrial undertaking set up in this union territory which start regular production on or after 1-4-93 as announced by Government of India, from time to time.
PIPDIC was set up by the Government of Pondicherry in 1974 with the Primary Objective of Promoting the industrial development in the U.T. Of Pondicherry. The Corporation is a limited Company with the equity Contribution from the Government of Pondicherry and the industrial development Bank of India.
The Corporation aims at promoting
small scale, medium scale and large scale industries by providing

(2) Implementing Packaging of incentives
(3) by
infrastructural for entrepreneurs.
PIPDIC can sanction loans up to Rs. 90 lacks. The concerned entrepreneurs have to approach all India financial institutions like IDBI/ACICI and IECI in case the project cost exceeds Rs. 300 lakhs.
With a view to solve the problem faced by the enterepreneurs in regard to processing of their cases and obtaining clearance from various departments for starting new industries the Government of Pondicherry has constituted the regional single window committee for Mahe.
The Main functions of the committe would be to list out and to discuss the issues pending with various departments., so that clearances and issue of industrial licences can be expediated within the maximum possible time.
Under management training programme industries department has sponsored and Pondicherry productivity council are conducting management training programme on different subjects every year.
HEALTH DEPARTMENT MAHE
GOVERNMENT GENERAL HOSPITAL MAHE

The objective of this charter is to provide information to the public about the services offered, facilities available, system for receiving complaints and grievance redressal etc. in this hospital.
·
The hospital provides medical care to all patients who come to the hospital according to the availability of resources.
The Deputy Director is the Head of the Institution. The Resident Medical Officer is in charge of the day to day function of the hospital. The hospital has 25 doctors(9specialists Doctors and 16 General Duty Medical Officers including one Dental Surgeon and one Ayurvedic (Physician). The present bed strength is 171 out of which 142 beds are in operation . Doctors wear white aprons and Nurses are in white uniform.

Emergency medical services are given for 24 hours on all days by General Duty Medical Officer. On an average 100 to 120 patients are attending the casualty. Resident Medical Officer is available during fore-noon sessions. Specialist Doctors Viz. Medicine, T.B, Surgery, Pediatrics, Ophthalmology, Ortho, E.N.T, Anesthesiology and Gynecology will be available on call. The decision to call a specialist is that of the treating doctor. Emergency cases are attended promptly. Facilities for emergency X-ray/E.C.G/Lab. Investigations are available. In serious cases, if the treatment cannot be managed in this hospital, they are referred to higher referral Institutions at Thalassery and Kozhikode. The decision rests with the treating doctor. The Casualty Telephone No. is 332243. A Public telephone is available at the entrance of casualty for use of patients and their attendants.

Three bedded ICU is available in the Medical ward. In the Maternity Ward an Incubator is available to treat the pre-mature babies. Besides Caesarian Operation and M.T.P and Sterilization operations are done in the Maternity Wards and attached P.P.S Wards.

Two Maruthi Gypsy Ambulance Vans are available in the hospital. One is used for transporting the patients to referral Institutions and the other is used as Hearse Vans for transporting dead bodies. Ambulance charges are collected at the rate of Rs.3.20 per running kilometer from the patients.
Solar Water Heaters are installed in the main hospital block and maternity block through which hot water is supplied to the in-patients of all wards.
Adequate drinking water and toilet facilities are available. A canteen run by the D.R.D.A is functioning the hospital campus.

The social Welfare Department has been bi furcated in to two departments with effect from 16-8-1996. Viz. Social Welfare Department and Department of Women and Child Development. The Regional Executive Officer, Mahe, heads social Welfare department Mahe. The Social Welfare Organizer Department of Women and Child Development is also officer in charge of social welfare department, Mahe Clerical work relating to Social Welfare Department are being attended by the U.D.C., Department of women and Child Development.

1. Award of Scholarship to Physically Handicapped students: -
The aim of the scheme is to grand of scholarship to physically handicapped students studying from 1st to P.G. level in order to encourage them in the field of Education.
2. Other Program for the welfare of Disable persons: -
The Aim of scheme to create social awareness of the problems of handicapped persons to give input of the existing welfare and development Program both in Government and Voluntary sectors
Under the scheme saris and dothies are being supplied to poor disabled persons. International disabled day is being conducted, various competitions for Disabled persons and valedictory function arranged participating Disabled persons. Incentive is being given for the marriage between disabled and Normal persons. Unemployment allowance to educated disabled persons is also being distributed.

3. Margin money assistance to physically handicapped persons for setting up of petty shops and other trades
The aim of the scheme is to improve the socio Economic status of physically Handicapped persons by providing subsidy, so as to enable them to get loan from Nationalized Banks for setting up of pretty shops and trades.
4. Financial assistance to Totally Disabled persons:
The aim of the scheme is to help the totally crippled persons by grand of financial assistance for the livelihood. Each beneficiary is provided with Rs.200/- p.m. enhanced to Rs. 250/- p.m with effect from 1-7-2000.

History of the department:
The Co-operative Department was established in Mahe region in the early sixties and at present functioning in the second floor of the mini civil station. The Deputy Registrar of Co-operative societies is looking after the office since 1991.This Office co-ordinates, supervises and giving guidance to all the co-operative societies existing in the region.
At present 21 co-operative societies are functioning at this region. The CONFED, Pondicherry and the Pondicherry State Co-operative Bank are having its branches in this region.x

In additions to the existing societies two more new societies are registered recently in the name and style of Mahe Horticultural society and Mahe cooperative center for Information technology. Of the 21 existing societies 11 societies are running on profit and other societies are recouping from their earlier losses. This department is providing financial/technical assistance to implement various development schemes to uplift the cooperative sector in Mahe region since the cooperatives are playing a major role in checking the price rise in consumer industry, creating job opportunities with the intention of the development of weaker section.

ELECTRICITY
History of the Departments:
The license for supplying electricity for Mahe region was West Cost Electric supply corporation Ltd., Calicut. The supply system was handed over to Electricity Department, Pondicherry in 1968. At that time there was only 5 distribution transformers and total consumers were below 700. Now the department has the grown up to many folds. The total number of consumers at present 8931 and total of distribution transforms is 56. The department is also having at 110/11 KV Sub-station with a capacity of 20 MVA. The Sub-station was commissioned in October 1989. Before that the supply was extended to Mahe region through 11 KV feeders from Thalassery Sub-station.

The main function of electricity department Mahe is to maintain un-interrupted power supply to Mahe region and to extend supply to near consumers.

NATIONAL EMPLOYMENT SERVICE
Brief history of the Department:
The Employment Information and Assistance Bureau, Mahe started in 1981 got upgraded to a Town Employment Exchange. Thiru E. Valsaraj, Hon' able Minister for Health and Labour on 22nd November 2000, inaugurated Town Employment Exchange, Mahe.
The Employment Information. Assistant Bureau, Mahe started functioning during the year 1981 with one Employment Information Assistant.
The main function of the Bureau was to assist the employment seekers of Mahe region to get their names registered at Employment Exchange, Pondicherry through the Employment Information Assistant. In addition to this renewals and endorsement of additional qualifications etc., are also carried out. 5,977 registrants from Mahe region are on the live register of Employment Exchange, Pondicherry as on 31-12-2000.
Now consequent of the setting up of Town Employment Exchange, Mahe the Live register pertaining to the registrants of Mahe is maintained here it self. This exchange is also authorized to sponsor candidates to the post of Group D vacancies notified. In additions to the usual activities of registration, renewals and additional entries the following is also done.
Vocational Guidance: In addition to the pre-registration guidance given to the registrants at the time of registration, guidance was also given to those who approached for career guidance. A one-day seminar on Vocational Guidance for Hr. Secondary students (12th class) of Mahe region was conducted on 22.11.2000. 337 students attended
the seminar.

Brief history of the department:
The office of the Assistant Inspector of Labour Mahe started functioning in Mahe Region in the year 1988. Before that, the Asst. Inspector of Labour, Pondicherry who was in charge of Mahe used to visit Mahe occasionally and conduct inspection of shops/Estates/etc and issued registration certificates then and there. Functions/Objectives:
The functions of this office are mainly enforcement of the various Labour Acts and rules in Mahe region. Since the Asst. Inspector of Labour, Mahe is delegated with the powers of Conciliation officer, he is also attending to conciliation proceedings in the event of Labour disputes for arriving at a settlement. When conciliation fails the disputes will be referred to the Labour department, Pondicherry for adjudication.

A child Labour survey on the drop out students from the schools of Mahe region was conducted during the year 1999 with the co-ordination of the Block development Office, Palloor. Out of the 62 drop out students identified 34 students were the residents of Mahe region and the remaining 28 students were the residents of Kerela State. Survey was conducted at the residence of the 34 students of Mahe region. As per the survey no child Labour was identified.

Functions:
(I) Land Acquisition and Development Scheme
The objective of the land acquisition and development scheme is to make available housing plots of reasonable price to the needy that are not having any house or plot in the union Territory of Pondicherry.

(iii) Appeal filed to the Town and Country planning Board on the decisions of the planning Authorities.

FIRE SERVICE MAHE
Brief history of the Department:
Fire station at Mahe is functioning from the year 1983 in the premises of Fisheries Department, Mahe. Action was taken to acquire a suitable site for the construction of Fire station and Staff quarters at Mahe. The land at R.S.No.81/5 of Mahe Village to the extent of 0-29-95 hectares was acquired at a cost of Rs. 23 lakhs and taken over in March 1998 and it was handed over to PWD, Mahe in June 1998. Further, the then Honorable Minister for social Welfare, Pondicherry held the foundation stone laying ceremony for the construction of fire station and Staff quarters at Mahe on 20.11.2000 under the president ship of the then Honorable for Health and Family Welfare, Pondicherry.
Functions/Objectives:
The service of this department is available to the public round the clock. “Service before self” is the main aim of this Department. The basic objective of the Fire Service is the protection of life and property. The Fire Service is rendering the following service to the public.
a) Rescue the life and property of the people from devastating fire;
b) Rescue people from natural calamities;

Mahe municipality is in existence about 200years before under the French Regime. Mahe Municipal area is comprised of 9sq.Km, with Assembly constituency. The last Mayor and the first chairman of this Municipality is Late. V. N. Purushothaman, Municipal Council is not existence with effect from 1978. Time limit: Usually the application for various certificates are enquired by the V.A.Os are forwarded to the Revenue Inspector, who scrutinize the same wherever necessary makes random enquiry and submit his report to the Deputy Tahsildar's (Revenue) who consider the application and orders issue/or rejection on merits. Normally the certificates issued within seven to ten working days.

2. Pattas for Free House Sites
under the Land Grant Rules:-
Government has acquired various sites for assignment of free house sites
to landless rural workers in villages such as Agricultural labourers, peters,
carpenters, Blacksmiths, Fishermen etc. owning no land what's ever (agriculture
or otherwise). It also includes Ex-servicemen or a person in active military
service or a freedom fighter of Union Territory. Family income for eligibility
is below Rs.1,250/-per month. The house site assignment shall generally
be 100 Sq. Mts per family.
3. Subsidy for House-cum-Hut
construction:-
The beneficiaries of free house sites are being paid subsidy of Rs.2,500/-
per head in two installments of Rs.1,500/- and Rs.1,000/- respectively after
receiving application and complying with the condition on the recommendation
of the Deputy Tahsildar's (Revenue) and Regional advisory Committee constituted
for this purpose.

WOMEN WELFARE
Brief history of the Office:
Rural Labor Welfare Center, Mahe started functioning on 1.10.1987 with a view to imparting training in Tailoring, Embroidery, Needle work And Handicrafts to not more than 50 unemployed women dependents of labours every year. A child welfare Center was also attached to the labour Welfare Center for taking care of children of Labours during daytime. In the year 1990-91, this center was recognized as a training center by the Directorate of Technical Education, Kerala by allotting one division with strength 24 for conducting KGT (TEN) courses, subject to the rules and regulations of the Directorate. Thereafter the recognition is renewed once in every two years.

Labors welfare center, Mahe admits not Mahe, not more than 50 women’s for imparting free training in Tailoring, Embroidery, Needlework and Handicrafts in the month of June every years. Not more than 24 willing candidates who possess the qualifications prescribed by the Directorate of Technical Education, Kerala are specially trained for appearing for the KGT (TEN) examinations, every year. After lower grade Examination, the willing trainees are retained in the center for the second year for appearing for the Higher grade Exam. The attached child Welfare Center takes care of not more than 50 children of age group 3 to 5 years. They are given pre-primary education through play-way method, supplying free mid-day meals.

Achievement:
In the year 1998-99, out of the 30 women admitted for training in Tailoring, Embroidery, Needlework and Handicrafts, 11 trainees appeared for KGT (TEN)
Examinations. The result was 100% pass. In the child Welfare center, 30 children were taken care of with free midday meals under Plan scheme.
In 1999-2000, 50 women were given admission for training course in Tailoring, Embroidery, Needlework and Handicrafts. All the 11 candidates who appeared for the KGT (TEN) Exams passed with I or I classes except are candidate. In the Child Welfare Centre, 36 children were looked after, supplying free mid-day meals.
In 2000-01, 50 women were trained in Tailoring, Embroidery, Needlework and Handicrafts. 12 trainees appeared for KGT (TEN) exams conducted by the Kerala Govt. 36 children were admitted in the Child Welfare Center and given pre-primary education, supplying free mid-day meals.
In the years 1998-2001, as amount of Rs. 1963 was remitted to the Govt. Account being the sales proceeds of sewing/handicraft articles made by the trainees.

History of the department:
Department of women and child Development is the newly set up Department, consequent on the bifurcation of Social welfare Department with effect from 16th August 1966. The main aim of the department is to ensure better implementation of Welfare programs and to provide a special focus on issues relating to women and children.
Regional Executive officer, Mahe, heads the Department of Women and Child Development Mahe. The Social welfare Organizer is the officer in charge of Department of Women and Child Development, Mahe.
This department is implementing Non-plan and plan schemes and one centrally sponsored scheme. Besides following centrally Sponsored Schemes are also implemented in Mahe region Viz. National Social Assistance Program (NSAP), under the Program the following components are included.

1. Programs for Welfare of children: The aim of the scheme to promote recognition of the fact of various programs for children, as an integral part of Socio-Economic Development at the National and International Level. The children will be awarded with suitable rewards to recognize their talent.
Every year Children’s Day Celebrated. Prizes are being given to Winners of various competition conducted among Balwadi and Anganwadi children’s. Social service camp is being conducted during vacation period among High school students.
2. Program for the Welfare of Women: The aim of the scheme is to promote Social Economic status of women by creating the awareness about their privileges.
Incentives are being given for widows remarriage and marriage allowance to Widows daughter. One day Seminar of Women right conducted on National unity Week celebration. Women week celebrated from 1st to 8th March. Prizes are being given to Winners of Cooking. Embroidery, Flower vase arrangements, light music competitions conducted among Housewives, Working women and College students (Girls).

National Family Benefit: Central assistance will be available for a limp sum family benefit for households below the poverty line on the death of the primary breadwinner in the bereaved family. FISHERIES
History of the department:
The fisheries and Fisherman Welfare, Mahe is headed by One Assistant Director and assisted by 18 Technical and Ministerial staff. This office has its location in Kozhikode to Kannur Main Road and at Poozhithala. Mahe regions having a coastal line of one Kilometers stretch with fisher folks population of about 6,000. Based on the necessity of the fisher folks of this region, this office is implementing various developmental Plan schemes to elevate the Socio-economic status of the Fisher folks.

Functions/Objectives:
a) Strengthening of Fisheries Department: -
To Strengthen the Fisheries Department various Plan schemes are implemented Effective manner under the scheme.
b) Assistance to Small Scale Fisherman: -
To provide financial assistance with 45% Loan and 45% Subsidy and 10% beneficiaries contribution subject to a maximum of Rs.30, 000/- to small scale fishermen (those who do not possess a craft and tackle) for the procurement of indigenous craft and tackle to increase fish production and to improve their Socio economic status. Purchase and supply were affected through Mahe Fisherman Co. op. Society.
c) Service-cum-maintenance Unit and Transport Facilities to Fishermen: -
Essential marine engine spares sold at reasonable rates besides undertaking servicing, repairing of engines of mechanized boats/O B M. The mechanized boats are berthed at the premises of this unit during Natural Calamities.
The Fish Van (TATA 709) of 5 Ton capacities has been kept ready to facilitate the fisher folks of Mahe region, to transport their catches quickly from landing Center to marketing places before getting spoiled. The vehicle is operated through Mahe fishermen co. operative Society and the rates collected is Rs.3.50 per kilometer.
Assisted by way of subsidy 331/3 % to a maximum of Rs. 30,000/- to fishermen is being granted who possess valid Auto Driving License with badge for the purchase of Auto Goods carrier for fish transport. . Financial assistance was arranged through Nationalized banks in Mahe region.
d) Development of Shore based Facilities, Infrastructural Facilities and Setting up of Ice Plant-Cum-Cold Storage: -
One Fish Landing Jetty was constructed at Mahe River to land fish catches and for mooring the mechanized boats after fishing.
One community Hall has been constructed to perform the Social and Cultural function of Mahe area on nominal rent basis to fisher folks and other citizens of Mahe region.
e) Training of Fishermen, Fisherwomen and Fisheries Personnel: -
Selected Fishermen Youths were deputed to central Institute of Fisheries Nautical Engineering and training, Cochin, Chennai and Visakapatinam to undergo training for 18 months in mate fishing Vessel Course/Engine driver Fishing Vessel Course by granting stipend/scholarship.
Active Fishermen/Fisherwomen were imparted short-term training on post Harvest Technology/Manufacturing of Prawn and Fish Pickles for 3 days with a stipend or Rs. 50/- per day has paid to them.
Cash awards of Rs.3, 000/-, Rs.2000/- was given to students of fishermen community who have secured highest marks in Higher Secondary, S. S. L. C (X Std.).
Staff of Fisheries Department were deputed various Training in State/Central organizations.
f) Information and Publicity and Setting up of Aquarium/Ornamental Fish Breeding Center: -
To create awareness among the fishermen and Public on the latest technology in the field of Fresh and Brackish Water Aquaculture and Capture Fisheries by conducting Seminars, Film Shows, Farmers Meet, Farmers Tour, etc. One Aquarium is set up in the Office of the Regional Executive Officer, Mahe. Different Subjects books regarding fisheries were purchased and placed for ready reference.
g) Assistance to Fishermen/Fisherwomen Co. operative societies: -
For strengthening the Fishermen/Fisherwomen Co. operative Societies Short-term loans, share Capital, Managerial Subsidy were given to the Co. operative institutions.
h) Supply of Subsidized Fishery Requisites to Fishermen: -
In order to minimize the burden of the fishermen due to hike in the cost of fishing gear materials the Fishery requisites like Nylon Twine, Rope, Net, Float, Singer etc. were supplied to fishermen through Fishermen Co. operative Society
At 33 1/3% subsidized rate.
i) Grant of interest subsidy to (i) Fish Vendors (ii) Purchase of Boats and (iii) Aqua culturists on Loans obtained in Commercial Banks: -
Grand of interest subsidy not exceeding 8% of the total interest on Loan
Obtained form Commercial Banks by the Fisher folks for the activities relating
to Aquaculture, Fish Vending and for purchase of boats/OBM etc.
j) Housing and colonization for Fishermen: -
100% subsidy assistance at Rs.35, 000/- per house was granted to fisher folks
for construction of pacca house and to improve their Socio-economic status and
this scheme has implemented through Fishermen co. operative Society.
CENTRALLY SPONSORED SCHEMES: -
1) Saving –cum-Relief scheme for Marine Fishermen: -
To extend financial assistance to fishermen during lean months (South west monsoon periods) and also to cultivate savings habits.
Under the scheme an amount of Rs.75/- per month is collected from active fishermen below 60 years old who live below poverty line and a member of fishermen co. operative society for a period of 8 fishing months in a year. A total of Rs.600/- thus collected will be matched with equal amount of Rs.600/- by Union Territory and Central Government. The total sum of Rs.1200/- thus collected will be distributed during the 4 lean months (i.e.) June to September to the beneficiaries equally at Rs. 300/- per month.
2) Group Accident Insurance Scheme for Active Fishermen: -
Fishing is one of the hazardous occupations and is caught with risk and loss of life. Hence as a social security schemes viz. Group Accident Insurance scheme for Active Fishermen is implemented through fishermen co. operative Federation, New Delhi (Fish copted). The annual premium for insurance has been raised from Rs.11.50 to 12/- from 1997-98 on words for providing coverage of Rs.35, 000/- raised to Rs.50, 000/- for one year against death or permanent disability due to accident. Rs.17, 500/- to Rs.25, 000/- for partial disability.
3) Group Accident Insurance Scheme for Active Fisherwomen
Group Accident Insurance Scheme for Active Fisherwomen for 2000-01 0n 6.9.2000 and for 2001-02 0n 10.8.2001 is implemented. The annual Premium for insurance is modified its rate (i.e.) Rs.200/-and its ration (i.e.) Rs.20+80+100/- as beneficiaries contribution + Government contribution + Concerned Insurance Company Contribution and coverage of insurance is given below:
1. Natural Death --- Rs.20, 000/-
2. Accident Death --- Rs. 50,000/-
3. Permanent Disability --- Rs. 50,000/-
OTHER WELFARE SCHEMES
1) Distribution of free Ration Rice and Free Cloths to Fisher folks during Natural calamites: -
Two weeks free Ration of good Quality boiled rice to one Adults @250grm and to one children @ 150gms per day will be given during the lean months of June and July based on the ration card.
2) Issue of kerosene Permits to Fishermen under PDS Rates: ---
Monthly Kerosene Permits are being issued to fishermen under PDS rate based on the application, those who possess craft fitted with OBM for fishing purpose as detailed bellowed: ---
Craft (24’ to 32’) fitted with OBM below 9.9 HP- 200 Lits. Per month
Craft (34’ to 62’) fitted with OBM above 9.9 HP- 400 Lits. Per month
2) Providing of Fishermen Community Hall: -
On receipt of application from fishermen/Non fishermen in Mahe region the Fishermen community Hall is being provided for conducting social and cultural functions on reasonable payment.

E. S. I DISPENSARY, [PALLOOR] MAHE
Brief history of the Office:
The Employee State Insurance Dispensary, Mahe was started in a rented building at East Palloor on 15th August 1970.

Functions/Objectives:
E.S.I Corporation is a social security organization which came into being in 1948 under authority of the E.S.I Act 1948 passed by the Parliament of India and applicable to all States and union Territory of India. The E.S.I Dispensary is an implementation unit of the E.S.I Corporation. And the Dispensaries functions under the State Govts/Union Territory Governments.
1. Provide Medical care to the Insured Persons and their family members.
2. Protection against loss of wages to the Insured persons due to inability to work on account of sickness, Maternity and disablement.
3. To assist in providing benefit in the form of pension to dependant of Insured Persons who die as a result of Employment injury.
4. Arrange/assist to implement any other welfare measure, as instructed by the E.S.I Corporation/Local Govt.

Functions/Objectives: -
1. The Roads & Water Supply Sub-Division
This sub-division looks after the sector of Public works of the roads, water supply and flood control of entire Mahe region. This sub-division undertakes all works connected With creation/improving of the public water supply and road network in Mahe region and also its maintenance. It is also in-charge of flood control work like protection of seacoast etc….
This sub-division is responsible for running day to day maintenance of the public water supply consists of 13 Nos of dug in wells based local village systems and also the major network of the facility extended from the Anjarakandy water supply systems of Kerala.
Public water supply provided through 300 Nos.of public tap posts and nearly 900 Nos. of Private connections. Also requirement of water for all Govt. Institutions like Hospitals, Office complexes, various departmental residential complexes etc are assured by this sub-division. For this strenuous day-to-day efforts are being put in large unit of men and machineries. The proper upkeep and day-to-day uninterrupted running of this public supply system is the toughest and challenging efforts for this sub-division.
In the roads sector with the highly constraint physical limitation and that there are only a total of 26 Kms roads are with this department and that all the roads are bitumen tar, paved all weather roads mainly improvements and maintenance of existing road ways only is possible.
Building sub-division
This subdivision is in charge of the construction of all Govt. buildings and also the maintenance of all Govt buildings in Mahe region. In budget estimate 2001-2002an amount of Rs.157.20 lakhs was provided for the construction of buildings, considering the progress of the on going works an amount of nearly 2.00 crores may be requires in this financial year. This sub-division is also maintaining a departmental store that is issuing cement, steel and bitumen for the construction of govt. Buildings.

OFFICE OF THE SUB REGISTRAR, MAHE
In the XIX Century and up to 1969 Registration was done in the En registrement Office, Mahe. The documents in the Hypotheques Office, Mahe along with the documents prepared in French, From January 1969 onwards the present system of Registration and the office is known as Office of the Sub-Registrar, Mahe. Documents from 1840 are available in this office and copies of these documents are also being issued.
Functions/Objectives: -
1. This office functions for registration of documents relating to Transaction of properties like sale, Transfer of Lease by assignment, release, partition, gift, settlement, exchange, mortgage, lease, etc. enforcing payment of stamp duty, Transfer duty and Registration fee as provided in the rules.
2. Registration of Marriage, will, power of attorney, agreement and chit registration.
3. Preparation of filling copies of registered documents, binding them into file volumes for everlasting preservation of these registered documents.
4. Preparation of index to search and locate registered documents. Issue of encumbrance certificates on properties. Issue of copies of documents in Malayalam, French and English.

DEPARTMENT OF CIVIL SUPPLIES AND CONSUMER AFFAIRS
MAHE
The Department of Civil Supplies and Consumer affairs, Mahe hitherto functioned in the Government House, Mahe is now functioning in the first floor of the Annex block of the civil station, Mahe.
Staff Pattern:
The unit is functioning under the direct administrative control of the Regional Executive Officer, Mahe with one Civil Supplies Officer, three Civil Supplies Inspector, one Lower Division Clerk and one Peon. The Regional Executive Officer, Mahe is the Head of Office of the department.
Activities:
Issue of Ration Cards to the residents: Inspection of Fair Price Shops and other Wholesale and Retail Grocery shops, Oil mills, Petrol Bunks, L.P.G outlet and other licensed premises. Issue of license to run Fair Price Shops and K.Oil shops and issue of P.E.T.A Licenses.
Schemes:
“Consumer Protection and consumer Education Programme” and “Expansion and Strengthening of Public Distribution Systems” are the schemes sanctioned to Mahe region during the yearn2001-2002. Under the scheme “consume5r protection and consumer education Programme” seminar are being conducted on 15th March every year in connection with the world Consumer Rights Day. This year onwards the Government of India had declared 24th December as “National Consumer Day” and accordingly National Consumer Day was observed in Mahe Region also.
The department on 15th March 1997 for the use of consumers under the Consumer Education Programme set up one library. Onam Chanda is being conducted every year by the PAPSCO. Mahe under the direct supervision of the Civil Supplies Department at Mahe, Pallor and Pandakkal areas. The provision made under Plan and Non-Plan sectors and the details of the expenditure incurred are given in annexure enclosed herewith.
Zonal Level Advisory Cum Vigilance Committee:
The Zonal Advisory Cum Vigilance Committee was constituted vide GO. Ms. No. 40 dated 12.10.2000 with the Regional Executive Officer, Mahe as Chairman and Deputy Registrar of Co-Op. Societies, Mahe as Member Secretary. The Committee members are empowered to over see the functioning of Public Distribution systems and they may suggest the Government for improvement of the Public Distribution Systems.

System of Distribution of Ration Commodities in Mahe Region:
At present there are 18 Fair Price Shops in Mahe region, out of which 14 run by Mahe Employees Co-operative Stores and 4 by the Mahe Consumer co-operative stores. Pondicherry Agro Products food and Civil Supplies Corporation Limited is the wholesale dealer for Rice, Wheat and Sugar etc. The Mahe employees Co-operatives Society are the lifting agency for SKO. Indian Oil Corporation, Kannur is distributing the SKO to Mahe region. SKO is also distributed to the country boats fitted with out board motors, Govt. Departments and Government servants who do not ration cards but residing in Mahe region and hailing from other regions.
